The balloonfish is a spiny puffer. Their spines are usually lowered, but they can erect them and also inflate if threatened. With these defenses, they can swim slowly, near the bottom. Their eyes are quite spectacular, with colored crystals in the lens. Always fun to encounter, I found three this morning. The coloring is slightly different from fish to fish.
These fish were small, at about 6 to 8 inches (they can grow up to 20 inches). All were encountered at a depth of about 20 feet.
